In this topic, you have learned the standardized professional preparation
process that prepared individual practitioners perform at a high level of
competency. You also learned the history of role delineation & certification
and the credentialing process for health education specialist. Additionally,
you also learned about program accreditation is a process by which a
recognized professional body evaluates an entire program against
predetermined criteria or standards. And, accreditation has been a major
focus for the health education/promotion profession since 2000.
The practice of health educators is clearly delineated as “Responsibilities”,
“Competencies”, and “Sub-competencies” and is presented in
the Competency-Based Framework for Health Education (2006) which is a
product of Competencies Update Project (CUP) initiated in March 1998 by the
National Commission for . These
responsibilities were revised by the 2015 Health Education Specialist Practice
Analysis (HESPA) project and then the 2020 Health Education Specialist
Practice Analysis (HESPA II) project. The 2020 HESPA II is the one that will
be used for CHES (entry-level) and MCHES (advanced-level) exam starting in
2022.
Responsibilities : The 2015 model has “Seven Areas of
Responsibilities”, and the 2020 model has “Eight Areas of
Responsibilities”.
Competencies: Under each “Responsibility” there are 4-
7 “Competencies.” “Competency” is defined as “Skill or
ability necessary for successful performance
of health education specialist. For 2022 Model, there are a
total of 35 competencies, which defined the role of the
health educator in all practice setting studied.
Sub-competencies: Each “competency” is further broken down
into multiple “sub-competencies.” A “sub-competency” is
a “cluster of simpler but essential related skills or abilities
within a “competency.” For 2020 model, there are a total of
193 sub-competencies performed by all health educators, many of
which were included in the original model and the graduate
standards’ model. Some of the sub-competencies are performed
more frequently and are considered of greater importance based on
years of experience and degree held .
